A website and email accounts need a server to run from. A server is pretty much the same as a normal desktop PC, and like PCs they come in different shapes and sizes, with different storage capacities and speed capabilities.
Most web servers are shared by hundreds of websites. And by doing this the cost of hosting can be kept to a minimum. But the more websites and email accounts that share the server, the more constraints need to be put on each account. For example, there may be limits on the number of emails that can be sent every hour, or maybe limits on the number of people that can view your website at the same time.
Inevitably, if too many websites are being hosted on a server, the websites may run slower, or even grind to a halt during busy periods.
The other thing that governs the cost of hosting is the level of support you get with it. You may find hosting providers that extremely cheap hosting, but that hosting is probably either overloaded or does not come with full support because it is meant for small personal websites or for resale by experienced web designers and developers. The only support most hosting providers give is for the hosting account itself, and they would not be able to assist you with website coding problems or issues affecting the functionality of your website. And they would expect you to look after most aspects of the hosting yourself, such as upgrades, backups, housekeeping etc.

For small brochure websites with no significant functionality, your website would run perfectly well on a standard shared server. For a busy shopping site you would most likely need either Premium hosting (where the server has a much lower number of accounts hosted on it) or VPS/Dedicated hosting, where you have a sever all to yourself.
